Railroad Alternative (5-Lane North Option)

Dismissed - June 2003

This alternative includes the Bareville Connector at the west, and follows a new alignment north of the existing Norfolk Southern rail line through New Holland. The TSM/Transit improvements are also included in this alternative.

Transportation:

  • Improves operational efficiency - traffic volume reductions of 25% overall on PA 23 and 20 - 30% on side roads where the public has expressed concern
  • In western project area, shifts traffic to new access-controlled roadway; however, introduces substantial safety concerns with additional traffic at 13 at-grade railroad crossings
  • Provides arterial through corridor

Preliminary Environmental Impacts:

  • Moderate impacts to productive agricultural land (~60 - 70 acres)
  • High number of residential and business building impacts - business impacts likely to be severe in nature
  • Impacts to historic properties - individual resources and historic districts, high number of buildings demolished

Stakeholder Input:

  • Low public support based on August 2002 Public Meeting survey results

This alternative includes the Bareville Connector on the west and a new two-lane alignment north of the Norfolk Southern rail line. This new railroad alignment would carry two lanes moving eastbound, while existing PA 23 would carry two lanes westbound. The TSM/Transit improvements are also included in this alternative.
