Evaluation of the Bareville Connector Alternative based on:

Transportation Issues

  • Improves operational efficiency throughout the corridor - traffic volume reductions of 10% overall on PA 23 and 20 - 30% on side roads where the public has expressed concern
  • In western project area, shifts traffic to new access-controlled roadway
  • Provides new roadway through portion of the corridor
  • Evaluated additional access points to new roadway portion of alternative
  • Evaluated 2-lane industrial connector roadway to address increase in traffic volumes over No-Build volumes between Bareville and PA 23 tie-in and Shirk Road

Preliminary Environmental Impacts

  • Moderate impacts to productive agricultural land
  • Comparatively low residential and business impacts
  • Moderate impact to historic districts and comparatively few historic properties
  • Design shifts and CSS concepts evaluated to avoid or minimize impacts

Land Use Considerations

  • Population and employment growth, and development will continue
  • Interchange areas could experience development pressure
  • Residents and businesses would be impacted in the widening portion of this alternative, primarily in New Holland Borough
  • Loss of on-street parking on PA 23 from Bareville to Blue Ball
  • Growth management strategies must encourage and regulate appropriate
    development within growth areas and discourage inappropriate development
    outside the growth areas.
